DALLAS – The bullet points posted for BCS commissioners in a Grand Hyatt conference room Wednesday aren’t anything you haven’t seen or read before.

When considering reshaping college football’s postseason, the commissioners were reminded they must …

Improve the game of college football … enhance the experience for the student-athlete … Make it acceptable to the public.

Those are some of the playing rules. Those BCS commissioners left their latest meeting here having moved the ball only a few yards in what amounts to only a postseason scrimmage at this point. While they seem to have settled on no more than a four-team postseason model beginning in 2014, some of the issues are becoming clearer.

Conference champs only in the postseason

Former SEC commissioner Roy Kramer advocated taking only conference champions for any kind of postseason structure starting in 2014.

Just for giggles I went back and used only conference champions (or BCS automatic qualifier in the case of ties) in figuring both the current 1 vs. 2 game and a Plus One. Three times in 14 years, the 1 vs. 2 BCS title game would have been different. In 10 of 14 years, at least one team in the top four would have had to be replaced. In 2011, there would have been two – Alabama and Stanford.

Here’s how BCS title games and a Plus One would have looked if only conference champions were allowed, 1998-2011:

The enduring image of Karl Benson will be his practically skipping through the University of Phoenix Stadium press box on Jan. 1, 2007.

Boise State had just shocked Oklahoma, college football and the world. The commissioner of the Broncos’ league was along for the ride. Karl Benson, a former Boise State shortstop, had just seen the gosh-darndest thing in his life. Along with the rest of us.

He was proud that his lowly-but-proud Western Athletic Conference had taken advantage of the BCS rules to – put in terms of the conference’s marketing slogan – Play Up. Yes, the loosening of BCS bowl access rules in 2006 contributed to Boise’s rise. But it took the team’s performance on the field to convince the world that college football wasn’t the exclusive domain of the Big Six conferences.

NCAA considers using private investigators

INDIANAPOLIS -- NCAA enforcement may be going private – at least private investigator.

As the NCAA’s most feared division reinvents itself, that little nugget emerged during my recent conversation with enforcement director Julie Roe Lach. She has been with the NCAA for 14 years. But it was the last 12 months or so that have been the most challenging, with seemingly a scandal a week.

“It was constant,” she said

As part of a new streamlined approach, the NCAA might indeed use private investigators on a contract basis to observe subjects.

Karl Benson expected to become new Sun Belt boss

WAC commissioner Karl Benson is expected to take the same position with the Sun Belt Conference, CBSSports.com has learned.

Benson, 60, has been in his current position since 1994. The recent instability of the league may have led to his decision to pursue the Sun Belt job. Current Sun Belt commissioner Wright Waters is retiring later this year.

A formal announcement on Benson is expected Thursday.

Under Benson's watch both Boise State and Hawaii played in BCS bowls since 2007. But conference realignment has cost him both of those schools. The WAC currently consists of eight schools in 2012. However, Hawaii, Nevada and Fresno State are leaving for what will be the new Mountain West/Conference USA conglomerate in 2013.

Big 12 schedule released -- finally

It was the most anticipated schedule since Elvis’ coat went on tour.

The Big 12 finally released its 2012 football schedule on Tuesday – most of it, at least – to the relief of schools and scores of sportswriters. Don’t forget the fans. They’re they ones who apparently crashed West Virginia’s website briefly on Tuesday.

The primary news was the school finally extricating itself legally from the Big East. Call it the legal version of all those switchbacks in the state’s noted mountain landscape. The delay built anticipation. The schedule release itself could have been sold as a prime-time event.

(I just put an idea into a marketer’s mind somewhere but moving on …) To put Tuesday’s developments in perspective, the Pac-12 and SEC released their schedules in late December and early January. The delay also means it's a sellers’ market, if you’re a football bottom feeder willing to yourself to the highest bidder. There is talk of I-AA schools (FBS) with openings on their schedule getting $800,000-$1 million to come get their butts beat by a BCS school.

My preseason top 25 applied to postseason models

You've got to start somewhere in shaping a new postseason model. Using this humble correspondent's preseason top 25 posted Monday as a template, here are a few possibilties. All of them are among the 50 or so discussed last month in New Orleans.

A seeded Plus One on campus (The Delany Model. Top-four rated teams meet in national semifinals):

No. 4 Oregon at No. 1 LSU and No. 3 Oklahoma at No. 2 USC.

Winners meet this season in the Orange Bowl based on the BCS rotation.

Wisconsin's Alvarez endorses Plus One

Calling out the SEC is all the rage in the Big Ten at the moment.

I wrote Thursday that one of the Big Ten’s intents in supporting a Plus One was to get the SEC to come up North to play national semifinals. Wisconsin AD Barry Alvarez put it in writing in the latest issue of “Varsity”, Wisconsin’s official online magazine.

In his “Behind The Desk” column, Alvarez wrote, “ … I applaud the Big Ten and commissioner Jim Delany for advancing the discussion.” He called national semifinals played on campus sites, “ … one way of leveling the playing field a little bit.

“I’ve felt that SEC teams have had an advantage because of the number of bowls that have been played in their backyard. What would they think about leaving the South and playing in the Midwest?”

Big East-to-West moves forward sluggishly

When the ACC raided the Big East once again in September, the stated intention of the fractured league was to remain a BCS conference. Or whatever the definition of a big time conference was going to be in 2014.

That’s the year when everything changes. College football’s postseason is going to be adjusted, making it less about what league you’re in and more about what your league is worth. Right now, the reconstituted Big East is attempting to rebuild its worth before increasing it.

And that’s the tragedy that overshadowed this week’s announcement that Memphis was joining the league in 2013. A few months ago Big East turned down a massive $1 billion offer from ESPN, hoping for something better. Sounds laughable now, doesn’t it? Memphis is in the league for the same reason West Virginia is suing to get out of it.

Emmert contacts DI CEOs on scholarship issue

NCAA president Mark Emmert has reached out to Division I presidents urging them to support what is becoming the controversial implementation of four-year scholarships.

In a document obtained by CBSSports.com, Emmert asks the presidents to defeat the override proposal on legislation that is allowing four-year scholarships for athletes. Previously, scholarships had been renewed annually, sometimes at the whim of a coach. The four-year measure was approved in October, but 82 schools subsequently signed an override petition.

“It [override] will take away the opportunity for multi-year support for thousands of student-athletes,” Emmert wrote in the letter. “As we are a presidentially led Association, it is important that you direct what the vote of your institution will be. I encourage you to defeat the override of this proposal.”

It's Urban's world, Big Ten -- deal with it

The irony is that Urban Meyer and Lane Kiffin have almost become buds.

“As bizarre as this is because our relationship has been so public, I actually get along with him, probably, now,” Meyer told me this week. “We actually have conversations now. He’s fine. We’re fine. He apologized. I said, ‘I acted like a child too.’ ”

It was three years ago, that Kiffin started a year-long tweaking of the SEC establishment by accusing Meyer, then at Florida, of breaking NCAA rules.

“I love the fact that Urban had to cheat and still didn’t get him,” Kiffin said of the now infamous and inaccurate accusation regarding receiver Nu’Keese Richardson.

Gene Smith statement re: Urban Meyer

This statement from Ohio State AD Gene Smith was released by the school early afternoon on Friday:

"I am disappointed that negative references have been made about our football coaches and particularly head coach Urban Meyer regarding recruiting. In our league appropriate protocol, if you have concerns, is to share those concerns with your athletic director. Then your athletic director will make the determination on the appropriate communications from that point forward. The athletic directors in our league are professionals and communicate with each other extremely well. Urban Meyer and his staff have had a compliance conscience since they’ve arrived."

From TVZ to DGB, Mizzou makes history

Somewhere Tony Van Zant is shedding a tear.

Until Dorial Green-Beckham signed with Missouri on Wednesday the landing of Van Zant, the Hazelwood (Mo.) Central tailback, was the signature recruiting moment for Tiger fans. Back in 1985, Van Zant was at least the top-rated running back in the country, if not the No. 1 overall prospect. Mizzou and its followers attached their hopes and dreams to the shifty kid from suburban St. Louis.

To say that Van Zant was a bust is an insult to the noun. He was supposed to be the foundation for “Woody’s Wagon,” the name given to the momentum created by hiring former Steelers defensive coordinator Woody Widenhofer. Van Zant injured a knee playing in a state high-school all-star game after his senior season. That caused him to miss his entire freshman season at Mizzou in 1986. Later, he injured the other knee. For his career Van Zant ran for a grand total of 214 yards.

Big 12 commissioner candidates

Now that the Big 12 has formed a search committee to find a permanent replacement for Dan Beebe, it’s time to line up a list of candidates.

These four have been most often mentioned in administrative circles and published reports: Conference USA commissioner Britton Banowksy, West Virginia AD Oliver Luck and NCAA interim vice president of championships and alliances, Greg Shaheen, Notre Dame AD Jack Swarbrick.

--Banowksy, 51, is so highly thought of that his name was dropped by Neinas in September during his introductory teleconference. Banowksy is in his ninth year with Conference USA, which is currently in talks to combine and form a new conference with the Mountain West. There is already speculation that Mountain West commissioner Craig Thompson would retain that title with the new conference, ostensibly leaving Banowsky free to take the Big 12.

Big 12 releases 10-team schedule to TV partners

The Big 12 released a 10-team football schedule to its TV partners, the conference said Tuesday afternoon. That indicates West Virginia will be in the league in 2012.

The schedule will be released publicly "in the near future," the league said. CBSSports.com reported earlier in the day that the Big 12 would “likely” delay the release of its 2012 schedule until next week. As late as Tuesday afternoon the league was holding firm to a Feb. 1 deadline to have the schedule completed.

West Virginia and the Big East had been in deep discussions as to how to resolve dueling lawsuits over the school leaving the conference. A league spokesman told CBSSports.com last week that the Big 12 would release the schedule by Feb. 1.

Did Oregon replace Chip Kelly this week?

So fine, that some think the Ducks’ 38-year old offensive coordinator could put the title on his job history. Right now. ProFootballTalk.com reported Thursday that Helfrich had indeed been given the job – if only momentarily -- when Chip Kelly reportedly went to Tampa Bay.

NCAA sickle cell testing debated

The American Society of Hematology issued a policy statement Thursday opposed to the current NCAA mandate that requires schools to test athletes for sickle cell trait.

The policy statement conflicts with that NCAA testing policy that is not yet two years old. For decades, the association had not tested for sickle cell trait but changed its stance as part of a settlement of a lawsuit over the death of a Rice athlete in 2006.

The NCAA requires that all athletes be tested for the condition unless they provide prior test results or sign a waiver. In a Thursday press release, the hematology society contended that “current scientific evidence does not justify screening.” It says that “universal preventive interventions” make testing unnecessary. The society stated further that the Army uses such measures as heat acclimatization, hydration and work-rest cycles to deal with all situations regarding exertional issues.

Petrino not seeing No. 1 recruit Thursday

SPRINGFIELD, Mo. – Arkansas coach Bobby Petrino will not be making an in-person visit Thursday to the nation’s No. 1 recruit according to the player’s coach.

“A situation occurred,” Springfield (Mo.) Hillcrest coach John Beckham told CBSSports.com

Beckham said that Petrino and Hillcrest receiver Dorial Green-Beckham “bumped into each other” earlier this month in San Antonio, Texas possibly creating an NCAA recruiting issue. Petrino was in town for the American Football Coaches Association convention. Green-Beckham was there for the U.S. Army All-Star Game.

Arkansas issued a statement Wednesday saying no NCAA violation occured.

Big 12 will release 2012 schedule by Feb. 1

Expect a Big 12 football schedule for 2012 by next Wednesday.

Contracts with partners ESPN/ABC and Fox mandate that a schedule be released by Feb. 1 according to a league spokesman. That suggests there will be some finality in a process that has been up in the air since West Virginia was welcomed into the conference on Nov. 4.

“That’s the deadline [Feb. 1] we’re working off of,” the Big 12’s Bob Burda said Wednesday morning.

While there could be shifting of dates for TV purposes after that date, the schedule – with or without West Virginia – would probably be released publicly at the same time, “given where we are on the calendar and the sensitivity of people wanting to plan,” Burda said.

Chip Kelly staying at Oregon, but for how long?

Chip Kelly, WTF?

A part of me says any college coach anywhere would want to try the NFL. Another part says why Kelly, why the Bucs and why now? OK, so it's an NFL opening, but it doesn't mean anyone with Chip’s chops will automatically become the next Jim Harbaugh.

And not necessarily with that offense.

Oregon's coach waffled Sunday night/Monday night before staying at Oregon. Waffling would put him on a team of coaches whose roster is overstocked. Nothing wrong with waffling. If the Bucs would have hired you, great Chip. But you’ve essentially been refining, developing, running that same offense for about the past 17 years -- 14 at New Hampshire, three at Oregon. It's a great offense -- for college.

In the final installment plus-one lookback (2008-2011), the Big 12 and SEC rule. The assumption is that playing extra games would loosen the SEC’s grip on the sport. It just makes sense. In any playoff, dark horses and underdogs are going to emerge. Teams spend all season getting to the top, then in one game it can all go pfft against an inferior opponent.

In this plus-one there was a huge pfft in 2011.

Who exactly is against a plus-one playoff at this point?

Big Ten commissioner Jim Delany is willing to consider it. SEC commissioner Mike Slive is predicting major changes to the current system. NCAA president Mark Emmert would support a four-team playoff.

OK, there a few. But it’s clear, the times they are a-changin’. While a four-team playoff isn’t a panacea, the idea has become as trendy as skinny jeans lately. No. 1 vs. No. 4, No. 2 vs. No. 3 in the BCS standings facing off in two national semifinals. The two winners meet for all the Tostitos. Or whatever corporate sponsor wins the rights.

Emmert even used the term “Final Four approach.” Think of the possibilities. Even more corporate sponsors.

Weis on O'Brien's recruiting and Super Bowl run

LAWRENCE, Kan. -- Charlie Weis has a bit of advice for the latest Patriots offensive coordinator to get his first college head coaching job at a national program.

Win the Super Bowl first.

Penn State’s Bill O’Brien is in the exact same place Weis was seven years ago with Notre Dame. Same job, same circumstance – splitting time between that college job and a Patriots playoff run.

“To be honest with you, I feel that if you’re making a run at the Super Bowl you have an ethical responsibility to finish the job,” Weis said Monday during a Kansas recruiting update.

CUSA, MWC could "dissolve," form new league

One option being considered Sunday by two conferences' CEOs is to "dissolve" Conference USA and the Mountain West before forming a new league, CBSSports.com learned.

The move could have ramifications on current TV deals and put the new "Big Country" -- let's call it -- in line ahead of the Big East for a new TV rights deal. Dissolving both leagues could conceivably alter current TV deals in place with the MWC and CUSA and make the Big Country a new entity to be bid on by TV rightsholders.

The Big East is attempting to survive by realigning prior to the end of its current TV deal in 2013-14. The Big East and Big Ten (after 2014-15) are next in line to cash in with rightsholders. In figures obtained by CBSSports.com, a 12-team Big East configured for debut in 2013, would be significantly ahead of a merged CUSA/MWC in terms of average BCS computer ranking.

MWC, CUSA talk forming new league

Presidents from the Mountain West and Conference USA will meet Sunday in Dallas to discuss forming a new league, CBSSports.com has learned.

The move was not described as a full-on merger and talks are still in the early stages. According to a source, the new league could be football only, all sports or some other consolidation. Two sources said not all of the two conferences’ presidents will attend the meeting.

But there is urgency on both sides. Raiding by the Big East has caused each conference to reconsider its future. Mountain West commissioner Craig Thompson told CBSSports.com last week that he is concerned about membership issues in light of recent defections. The NCAA requires a league to have at least six members that sponsor, at a minimum, eight men’s sports and six women’s sports.

The Cecil Newton Rule is finally adopted

INDIANAPOLIS – Cecil Newton’s flesh-peddling days are over. Or at least his sort of conduct is finally illegal in the NCAA's eyes.

The NCAA Legislative Council on Wednesday formally adopted legislation that designates any parent an “agent” who tries to sell the services of their child to an institution. Cam Newton was allowed to play, win the Heisman and win the national championship in 2010 essentially because there was no specific NCAA bylaw to govern his father’s conduct.

The NCAA admonished Cecil Newton for his action in 2010 trying to extract a reported $180,000 for his son to attend Mississippi State. Wednesday's legislation, though, came a year and a day after Cam Newton helped Auburn win that year's national championship over Oregon.

Education secretary slams BCS

INDIANAPOLIS – U.S. Secretary of Education Arne Duncan slammed the BCS Wednesday saying major conferences contribute “zero” to student-athlete academic success. Speaking at an NCAA Convention luncheon, Duncan added that the BCS should set aside an academic enhancement fund.

“I think it is a problem that BCS conferences use zero – zero percent of their bowl game revenues for educational components or to support student academic success,” Duncan said during remarks made at the luncheon where he was the keynote speaker.

BCS executive director Bill Hancock deferred comment to the individual conferences. Duncan cited the NCAA basketball tournament distribution formula that awards teams an equal share (approximately $1.4 million) for each victory. The BCS distributes approximately $150 million per year to the 11 FBS conferences.

Alabama wins ugly, but it's enough

NEW ORLEANS – It is just a different world they live in down here. A world where touchdowns and quarterbacks are optional, certainly not required. A world where the family budget is busted for $350 tickets to watch a kicking contest.

A world where football and Nick Saban are king. In an age of parity, Alabama has done to college football what Saban would like to do to the media now and then.

Apply a choke hold.

That gasping you heard from LSU Monday night at the BCS championship game was rematch revenge. This time it counted. This is what we’re left in a two-game series that was split and a season that, elsewhere, was fractured.
